Every child should grow up in a loving family. As a father of five boys, I have the deepest respect for all parents who have a child with a disability. And, I admit that I admire the parents of these children with regard to how they handle everything. Being a parent is quite challenging in itself, but caring for a child with a disability is even more strenuous, both physically and mentally. Therefore, the task within our society is to provide these families with accessible and effective support. Early childhood intervention services, which I consider to be an integral part of the entire system, are irreplaceable.

Mgr. Monika Šimůnková

I consider early childhood intervention to be a unique service in this regard, especially for its comprehensive approach to children with disabilities and their families.

Monika Šimůnková currently works as a deputy ombudsman. Among other things, her scope includes agendas in the field of social protection of children and education, protection of children placed in institutions, protection of the children of foreigners and, last but not least, protection of the rights of children with disabilities. The Ombudsman has been systematically addressing the latter since 2018, monitoring the Czech Republic’s compliance with the rights enshrined in the UN Convention on the Rights of People with Disabilities. Monika Šimůnková has been dealing with the protection of children’s rights for a long time and considers deinstitutionalisation and support for the life of a child with a disability in the family to be one of the main topics that needs to be addressed.

Based on Šimůnková’s authorisation, the conference will be attended by Mgr. Magdalena Paulusová, a lawyer for the Department for the Protection of the Rights of People with Disabilities and Secretary of the Ombudsman’s Advisory Body for the protection of the rights of people with disabilities.

Eurlyaid, the European Association on Early Childhood Intervention, is an association of people interested in early childhood intervention, as well as a working group made-up of representatives of parent organisations, experts and researchers from various European Union countries. It aims to improve the quality of life of parents and children with special needs through early childhood intervention. It spreads an inclusive, family-oriented approach to early childhood intervention and encourages the emergence of systemic support for families of children in different countries with respect for their cultural uniqueness.

Siegfried Holzschuster, a member of the board of the European Association on Early Childhood Intervention, has many years’ experience in social services and early childhood intervention management in Austria.

As in other industries, early childhood intervention has faced new challenges in recent years. However, the needs of families of children with disabilities are unchanged, possibly even deepened. It was up to us to find new ways to provide them with support and help. However, the crisis management of social services has resulted in many innovations that would be a shame to omit in the normal process of service. So, the motto of early childhood intervention “You can do anything, albeit slightly differently” still applies.

Life is full of changes and we have no choice but to deal with it. However, the advent of the pandemic surprised even the most adaptable of us, and the quality of the early childhood intervention service was also in danger. On behalf of the Czech Society for Early Childhood Intervention, I can say that we were unafraid of this challenge. We tried family support in the online environment or contactless supply of aids. Thanks to “safe” communication, we managed to maintain regular and high-quality support for client families throughout the restrictions period and I am proud of the Czech Society for Early Childhood Intervention’s advisors for that.
