June 11, 2020 The Department of State’s Plan To Implement the U.S. Strategy on Women, Peace, and Security View the Plan José Daniel Ferrer has spent his life advocating for democracy and human rights in Cuba and has paid a heavy price. We congratulate Ferrer on his receipt of the Truman-Reagan Medal of Freedom and call for his immediate release from unjust house arrest. The baseless charges against Metin Topuz misrepresent the important work undertaken by our staff that contribute to the safety and security of both our countries. We reiterate our call on the Turkish government to resolve his case in a just manner. The International Criminal Court (ICC) cannot subject Americans to arrest, prosecution, and jail.  The U.S. is not a party to the Rome Statute that created the ICC. The Secretary of State, appointed by the President with the advice and consent of the Senate, is the President's chief foreign affairs adviser. The Secretary carries out the President's foreign policies through the State Department, which includes the Foreign Service, Civil Service and U.S. Agency for International Development.
