Proposal Writing Services - Grant Program

Michigan’s defense economy is a multi-billion dollar industry, supporting over 100,000 jobs. In 2019, thousands of federal contracts were awarded to hundreds of Michigan businesses. Michigan contracts matter—70 percent of everything a soldier shoots, drives, flies, wears, eats or communicates with, is contracted in Michigan.

The Michigan Defense Center (MDC) an operation of the Michigan Economic Development Corporation, is now offering the Michigan Defense Center Proposal Writing Assistance Grant to assist Michigan companies in writing a bid response to a Department of Defense (DoD) or Department of Homeland Security (DHS) contract opportunity.

Winning grant awards will subsidize services contracted through one of the MDC pre-qualified proposal-writing service firms. Based on the information provided by the applicant, MDC will determine the amount of funding offered, not to exceed 50 percent or $10,000.

ELIGIBILITY REQUIREMENTS

Applicant must be a Michigan-based business or a Michigan-based non-profit 501(c)(3) organization registered in the federal vendor System for Award Management (SAM) database.Solicitation must be in reponse to a published DoD or DHS contract opportunity including RFPs, IDIQs, and GSA schedules.Must provide information detailing how the grant award and subsequent contract award will induce job creation, retention or expansion within Michigan.

The Michigan Defense Center is offering Michigan’s small and medium sized defense contractors a comprehensive one-stop shop to federal cybersecurity compliance to save this nation’s federal supply chain and your business. This program is one of the first in the nation to provide a business solution to this federal mandate and strives to drive standardization, accountability and cost-effectiveness to the process. We know you don’t have time or money to waste!  This multi-phased approach will help you navigate proven resources to meet your needs no matter what phase you are in and provides guidance to assist you in protecting and growing your business.


PROGRAM OVERVIEW

The Michigan Defense Center (MDC/MEDC) has pre-qualified Michigan contractors to provide cybersecurity technical services to assist with the implementation of the requirements in National Institute of Standards and Technology Special Publication (NIST SP) 800-171 required for meeting DFARS 252.204-7012 requirements, and direction on CMMC compliancy for all United States Departments of Defense (DoD) and Homeland Security (DHS) contracts and work in the federal supply chain.




CyberSmart Phase 1: Michigan small and medium-sized businesses can contract with the pre-approved vendor list to develop gap analysis report at a pre-negotiated discounted cost of $1,500 as the first step toward compliance and Cybersecurity Maturity Model Certification (CMMC). The gap analysis allows companies to submit to SPRS and other requirements.

 

CyberSmart Phase 2: After completing Phase 1 by completing a Gap Analysis with a pre-approved vendor, up to $22,500 in grant funding is available to address any deficiencies in their IT infrastructure, and become fully compliant with DoD cybersecurity requirements for all contractors.
